McKinney School of Law MPA California State University, Hayward BS in Criminal Justice California State University, Sacramento BACKGROUND Carlos is a decorated Iraq war veteran and served in the United States Army from 1999 – 2007. In 2014 while attending law school, Carlos was one of 58 military service members, veterans and military spouses to join the Pat Tillman Military Foundation as a military scholar. He was chosen from over 7,500 interested applicants and he represented the best and the brightest from thousands of talented applicants. As a former police officer with the Oakland Police Department, Carlos served the majority of his 10-year career as a patrol officer in East Oakland. He was later selected to serve in the Special Victims Unit as a criminal investigator. Carlos also served as a special agent with California Department of Justice investigating white collar crime in the Elder Abuse and Medi-Cal Fraud Division where he focused on provider fraud. His legal career encompasses work with the United States Attorney’s Office for the Southern District of California in San Diego where he was a law clerk in the General Crimes Division. He also did trial preparation for the Alameda County District Attorney’s Office as a summer law clerk and worked for a prominent Indianapolis medical malpractice firm. Carlos was born in Managua, Nicaragua and fled his native country with his family because of the war at the age of seven. He is a native Spanish speaker and enjoys spending his time with his family, reading and traveling anywhere toddlers are welcomed.
